PhonePe launches internet-free UPI payments for feature-phone users

Our read

PhonePe’s feature-phone UPI push makes the next payment battleground India’s cash-heavy, low-connectivity consumer—not smartphone wallet users.

For operators

Retail operators can reach more cash-reliant shoppers by ensuring checkout teams and payment infrastructure support PhonePe’s offline UPI flows for feature-phone users.

The report,

What it means for online and offline

Payments, telecom, and merchant-acquiring players should assess partnership opportunities around offline UPI distribution, feature-phone integration, and onboarding of newly digitized consumers.

Signals to track

  • Activation, monthly active user and repeat-transaction metrics among first-time UPI users.
  • Share of merchant payments versus peer-to-peer transfers and balance checks.
  • Transaction success rates, latency, failed-payment complaints and fraud reports.
  • Competitor launches from Google Pay, Paytm, NPCI-linked banks or telecom operators.
  • RBI/NPCI guidance on SMS, USSD, offline UPI limits, pricing and authentication requirements.

  • Evidence of higher QR acceptance or lower cash handling among rural and small-format merchants.

Likely next moves

Our read of what comes next — analysis, not reported by the source.

  • Target feature-phone-heavy districts through retailer-assisted onboarding, vernacular education and merchant-acquisition campaigns.
  • Bundle the service with telecom partners, handset OEMs and regional banks to expand compatible-device coverage and trust.
  • Use introductory merchant and consumer incentives to convert first-time users from cash to repeat QR-payment behavior.
  • Position SMS UPI as a resilience product for weak-network areas, alongside smartphone offline and low-bandwidth payment options.
  • Strengthen fraud controls, transaction alerts and customer-support flows, since trust failures could disproportionately deter first-time digital-payment users.

The counter-case

The case against this reading — not reported by the source.

The addressable market may be overstated: feature-phone ownership does not automatically translate into willingness or ability to use SMS-based payments. SMS workflows are slower and less intuitive than app-based UPI, can fail in weak-network areas, and may create security concerns around PIN entry, spoofing, and social-engineering fraud. PhonePe also enters a category already served by UPI 123PAY and other assisted/offline payment options, so this may be more a distribution feature than a durable differentiator. Transaction fees, SMS costs, device compatibility limits, and customer-support burden could make low-value users expensive to acquire and serve.
